R.V. Storage Parking Development Review 2020

R.V. Storage Parking Development Review 2020

R.V. Storage Current Situation:

  • There are ten R.V. spaces available, which are allocated to owners, and there is a waiting list of five.
  • The maximum unit length that can be accommodated is 25 feet.

R.V. Storage Parking Development Committee:

At the 2019 Annual General Meeting, Council committed to strike a committee of owners to develop a vision for the R.V. Storage area.
The committee mandate is to discuss options for the future of this area, determine a direction, review costs and legal issues and present a proposal to owners for approval at the next AGM. There are many factors to consider, including visibility, access, unit size, drainage and RDN legal issues.

Conclusion:

After an organizational committee meeting and subsequent investigations, the committee Chair and Secretary recommend discontinuing efforts to expand the RV parking area. It was determined that the depth of peat, along with the high-water table, would make it difficult to develop the area and that developing it would likely incur extremely high costs, if it can be developed at all.

Earlier Meeting Notes:

To begin the process the R.V. Parking Coordinator requested information from the RDN regarding zoning and development permits.

The RDN responded:

The Development Permit (DP 60424) does not mention RV parking/storage, however the zoning amendment file does include a plan showing a proposal for 12 RV Spots. The subject property is within a number of development permit (DP) areas currently including:

A development permit is required prior to the alteration of land, disturbance of soil, placement of fill, construction of buildings or structures, the creation of non-structural impervious or semi-pervious surfaces etc. An expansion to the existing RV storage area is likely to trigger the requirement for a DP as the proposed development would not meet any of the exemptions listed in the Aquifers DP guidelines. The proposal may be exempt from the Freshwater and Fish Habitat Protection and Eagle and Heron Nesting Trees DP guidelines if the proposed development meets one of the exemptions.

After reviewing the above information, the most critical element is the Freshwater and Fish Habitat that deals with the riparian act. Any renovations we do will most likely require a DP for these concerns. We will require an exemption from these laws as our renovations must be at least 30 metres from the drainage ditch and creek.
