Fenced Enclosures

Fenced enclosures

We have comprehensive rules on fenced enclosures and the aesthetics of wooden fencing within the strata, as well as a FireSmart rule that all new or replacement fencing panels and gates within 1.8 metres of a building must be constructed of metal. Metal spindle fencing that is similar to the rails on decks has been deemed acceptable as it follows aesthetics that currently exist within the strata. However, other than stating it must be black, we do not yet have comprehensive rules on what the metal fencing can look like.

Prior to installing or replacing fencing, owners must submit an Alteration Application, which is made up of a number of forms. When an owner submits an Alteration Application for a change that is consistent with other alterations that have been established within the strata, Council may approve the alteration on behalf of the strata. However, when an application is received for an alteration that is significantly different from the current standards, the application should be put to a vote at a General Meeting, requiring 75% approval for the change.

The issue

An owner has submitted an Alteration Agreement to use a solid panel of corrugated metal fencing in the 1.8 m adjacent to their unit to replace a privacy cedar hedge. Since it is significantly different from the existing spindle fencing and railings, Council feels that a discussion on metal fencing should take place and be voted on by all owners.

Prior to taking recommendations to the AGM, Council is asking the community for input on the various options that are available. Owners’ responses will be compiled into an anonymous report that will form the basis for creating more comprehensive rules on fenced enclosures, which will be voted on that the next General Meeting.

Options

Metal fencing is available in a number of styles including spindles, corrugated panels and decorative cutouts. Some of these panels are also available in plastic or vinyl.
